The system settings, as well as the default preferences for all users can be changed in Settings - System. However, users can customize their view in Settings - Preferences if they are given the permissions to do so (see Security Levels, Roles and Permissions). If not, the administrator or HR can set options individually, by request, in Security - Users [individual user] - tab Profile (for more details, see User Preferences).
Please note the settings in Preferences, if saved once, will take priority to those from System.
